More and more environmental problems come along with China’s development in which large industrial projects "contributes" most. Therefore, there is a lot of opposition, even mass incidents have occurred in some areas. Research on environmental risk perception of specific industrial projects in foreign countries started earlier, the development is very mature, similar research in China started late, and lack of empirical research. In order to find effective ways to improve the ability of environmental risk perception of citizens, this study selected PX project which had caused several incidents in the past ten years as the research object.First, through the analysis of urban identity, government trust and environmental risk perception, a theory model is presented. Secondly, through the investigation in Beijing and Dalian, PX risk perception questionnaire has been established. Finally, based on 750 samples from Beijing, Urumqi and Xiamen, we verified the research model, discussed the relationships among variables and the way to improve government trust from the perspective of information communication.Conclusions are as follows:(1) in different cities, the relationship between urban identity, the government trust and the environment risk perception is not the same; (2) there are differences in different demographic; (3) government trust plays a mediating role between urban identity and risk perception for Xiamen,; (4) residents believe more in consistent information and information passed by expert.
