A Study On Quality Of Working Life Of Basic Governments’ Public Servants In China

Basic government is the fundamental part of national governance system in our country. Basic governments provide public services directly, take charge of the social management directly and face the masses’ appeal directly, so quality of working life of the basic governments’ public servants will directly affect the implementation of our national policy, the quality and efficiency of our government administration and the public’s opinion on our government. In this situation, how to improve their quality of working life has become an important problem that basic governments and organization departments need to deal with urgently.This study analyzed the current situation of quality of working life of basic governments’ public servants and concluded the existing problems by referring to relevant theories of quality of working life at home and abroad. The problems mainly consist of poor working conditions, low salaries and benefits, fewer opportunities for promotion, complicated interpersonal relationship and obvious job burnout. On the basis of the problems found, this paper discussed the reason why basic governments’ public servants show less satisfaction to their quality of working life, and put forward to improve their quality of working life. The main suggestions and measures are improving the working and living conditions of basic governments’ public servants, raising their salaries and benefits, optimizing the mechanism for their selection and promotion, completing the regulations on their appraisal and incentive, improving their training ways to improve the training effects. Finally, the paper picked quality of working life of basic governments’ public servants in TS district of a certain city as a sample to carry out the analysis, and confirmed that it is necessary to improve quality of working life of basic governments’ public servants, meanwhile, the suggestion put forward in this paper is feasible.
