The report of the Nineteenth National Congress of the Communist Party of China puts forward the development concept of "people-centered".Based on this,a new path of "public-centered" public management reform was established to identify and respond to the needs of the people,forcing governments at all levels to substantially promote the reform of "FGF" fully exploits the potential of information technology,provides more humanized and diversified government services,and comprehensively improves the national governance system and governance capabilities.Government Process Reengineering is an important promoter of the reform of "FGF",with the public as the core,reengineering internal government processes and service processes facing the public,aiming to reduce the institutional transaction cost,improve the administrative efficiency,change the government function,enhance the sense of access of the people,and accelerate the reform of the administrative system and the construction of the service-oriented government.Under the background of the national "FGF" reform,Jiangxi Province has already carried out several rounds of government process reengineering,with "no run" as the traction,to further stimulate the innovation of various functional departments and focus on "FGF" reform of Jiangxi Province.Blocking points,pain points,and difficulties in the reform,precise efforts and targeted measures have greatly improved the level of government services.However,the current government process reengineering in Jiangxi Province still has specific business processes that are too cumbersome,mutual excuses between departments,and lagging service capabilities at the grassroots level.It is urgent to find the cause of the problem and seek solutions.This article comprehensively adopts the interview method,comparative analysis method,and case analysis method,and takes Jiangxi Province's government process reengineering in the reform of "FGF" as a research object.Using seamless government theory,it extracts two value orientations and the seven principles of public organization process reengineering are the key points,and a"subject-dilemma-governance" analysis framework is constructed,which analyzes the existence of five-dimensional governance gaps and causes of the existing ideological concepts,horizontal departments,vertical levels,information technology and operation levels in government process reengineering.And put forward a number of countermeasures and suggestions,from adhering to the development concept of"people-centered",cross-departmental process reengineering,creating a five-level public service system,establishing and improving information sharing mechanisms,etc.to reduce the seamlessness within the government;from the process optimization of complex matters,the "full life cycle" overall process reconstruction,process standardization and other paths to promote the seamlessness of the government and citizens.Eventually,a "dual track and multi-dimensional" government process reengineering path will be formed,with a view to further optimizing the government service process,and pushing the reform of "FGF" to a deeper development.
