Research On "Run Only Once" Reform From The Perspective Of The Seamless Government Theory

R M Linden(1991)put forward the theory of seamless government constructively.Re-engineering principles,strategies and guidelines of seamless government theory,certain extent reflected in Chinese many years of service-oriented government reform practices."Run only once"reform was officially put forward in December 2016,requiring "public service runs only once"."Real estate integration" selected in this paper is a representative case of "Run only once".The integration is led by Hangzhou Land and Resources Bureau,Housing Administration Bureau,Local Taxation Bureau and other relevant departments full cooperating.The integration tries to achieve an orderly and convenient reconstruction,makes people satisfied with the real estate property transactions' public service process.The integration is not achieved overnight.In the process of reengineering,the integration work mode has gone through three stages:one-station,physical reform and "Run only once".This paper studies the guiding significance of "Seamless government" to "Run only once" by analyzing the working mode of each stage and the whole process of integration process reengineering.In the analysis of data selection and comparison,this paper chooses the most beneficial.more intuitive to customers,time and fee cost to carry out statistical research,and calculates and analyses the actual impact of the results of integration reform on customers.In the integration,"Run only once",that is result visualization,on the one hand improves requirements for the quality of public service supply,raises the public service supply line,on the other hand deepens the process reengineering,provides the process reengineering for more directions and power.On the basis,"Run only once" gives full play to the technical reengineering advantages in the process reengineering.The process reengineering is erected at the high development of information technology on the e-government,Internet plus government,mobile government.Through these measures,"Real estate integration" reform is shown to customers quickly and accurately,customers can also send their own needs to public service providers quickly,that makes "Real estate integration" reform more "seamlessly".This paper is intended to introduce Hangzhou Local Taxation Bureau"Real estate integration" reform,studies the confirmation and extension of seamless government theory by "Run only once" and discusses the practical application of the traditional seamless government theory in China's government process reengineering under the new technology environment.
