Study On The Optimization Of Community Policing In Yunnan Central New Area

With the acceleration of urbanization,the scale of urban communities is constantly expanding,and the issue of community safety is becoming the focus of attention.Urban community is the basic component of a city.The security and stability of the community is the fundamental source of social stability and stability,and it is the guarantee of the steady development of the economy and society.In view of this,this article takes the community public security multiple governance approach as the breakthrough point,taking the community of Song Yang county as the research object,deeply analyzing the relationship between the various subjects of the community public security governance,finding the problems in the community public security governance,analyzing the reasons and putting forward the countermeasures.This paper first summarizes and reviews the research status of related concepts,defines the basic concepts,and systematically analyzes and analyzes the connotation of the theory.In the second part,the present situation of public security governance in the community of Song Yang county is examined and analyzed.It is found that there are some problems in community public order in Song Yang County,such as the lack of social force participation in governance consciousness,the unimpeded communication of community public security information,the weakness of the community security guard force,and the poor comprehensive ability of the community public security management personnel.The third part of the article mainly analyzes the reasons for the problems,first of all,the management system of community public security is not perfect,it shows that the goal of community public security management is not specific,the government has a biased choice on the choice of public security management system,the government does not distinguish the important range of responsibility and flexibility,and the second reason is community governance.The transmission of security information is not smooth,which is manifested by the lack of systematic digital connection in the community,the lack of face-to-face communication between the police and the people,the lack of trust between the government,property companies,social organizations and the public.The third reason is that the responsibility mechanism of the community public security governance system is not healthy and is manifested in the community public security management system.Each subject has a certain degree of lack of responsibility,incentive mechanism and the lack of supervision and assessment mechanism;the fourth reason is that the lack of governance talents in the community public security management system,the specific performance is that the ability of the government staff is insufficient,to be improved,and the lack of technical support in the work of public security governance.The last part of the article puts forward the corresponding countermeasures against the above problems,first of all,to build the governance framework of the community public security management system,the second is to strengthen the link between the management subjects,and to improve the multiple governance responsibility and incentive mechanism,and finally,to strengthen the construction of multiple governance capabilities.From the perspective of multiple governance,the article puts forward countermeasures for the problems in the practice of public order management,with a view to improving the level of public security management in Song Yang county.
