Research On The Construction Of Ecological Civilization In The Grass Root Government

With the rapid development of industrialization, the contradiction between human economic activities and ecological environment continues to deepen. In the face of increasingly serious environmental problems, the party in the 17 th National Congress of the Communist Party of China clearly put forward the goal of construction of "ecological civilization", in the eighteenth big alone for the first time expounds the important significance of the construction of ecological civilization, and clearly put forward the "beautiful China" construction goal, construction of "ecological civilization" into to the "five one", that party on the construction of ecological civilization gradually pay attention to. The transformation of government functions, strengthen grass-roots government's leading role in the construction of ecological civilization, for the development of ecological civilization, and to promote economic, social and ecological civilization construction of harmonious development of human society construction has very important practical significance.The from the grass-roots government and the construction of ecological civilization connotation hands, to theory of government responsibility, responsible government theory, the theory of ecological civilization and sustainable development theory as the basis, combined with the current our country local government perform duties of ecological civilization situation: that initially formulated the plan of the construction of ecological civilization and the detailed rules for the implementation of;to carry out a series of activities of "spread the knowledge of environmental protection"; provides a preliminary ecological civilization service; implementation of ecological civilization construction into performance evaluation index to supervision duties. To summarize the existing duties in the absence of the phenomenon: the lack of unified planning and policy guidance; lack of sound ecological product(service)system; ecological work and management positions, lack of supervision; construction of ecological civilization and economic development contradiction; ideological system of ecological civilization construction is not perfect. Based on analysis the reason of absence of the functions of township government in the practice of construction of ecological civilization, mainly is: ecological civilization construction of grass-roots government upper laws and regulations are not perfect;decision-making responsibility system is not strict; team building behind schedule;local governments lack of good ecological and cultural civilization construction environment; the degree of deterioration of the environment, which increases the difficulty of the reconstruction of ecological civilization; the inevitable contradictions between economic development and ecological environment difficult to coordinate a unified. Then, through the description and summary of Singapore, Japan and the United States three national grass-roots government in the performance of the construction of ecological civilization. It is found that the Singapore government has stressed the importance of legal education and pays equal attention to, the Japanese local governments pay attention to legislation and administration pays equal attention to, the American law explicitly stipulates the government environmental responsibility and strengthen the responsibility of the government and the public participation. Finally, combined with our country the grassroots government ecological civilization responsibility performance is derived based on the experience of the status quo and the three countries: China should to from the perfect relevant laws and regulations, change the basic concept of government management, improve the regulatory system and raising people's awareness of ecological civilization,promote economic restructuring and in order to explore the six aspects of ecological environment compensation mechanism to implement the responsibility of the construction of ecological civilization in our local government.
