Public Institutions is the main carrier of public service in the economic and social development, is an important force in China’s socialist modernization construction. However, there are some outstanding problems in the development of Public Institutions, which affect the healthy development of public welfare undertakings, which restrict the economic system and the reform of political system, which restrict the coordinated development of economy and society. Since 1985, China has promulgated the relevant policies for the reform of Public Institutions. March 23,2011,the CPC Central Committee and State Council issued the reform of Public Institutions, causing widespread concern in society.Although the reform of Public Institutions has already started, the classification of the reform of Public Institutions is also facing many problems. In recent years, domestic and foreign scholars have carried out some research on the resistance to the reform of Public Institutions, some of which have been published. Unfortunately, the research on the internal resistance of the institution reform is not much, and the research method is also to be enriched and developed. The resistance of the reform of institutions is quite large, internal resistance cannot be ignored. Such as the cause of the preparation of staff wages and pension issues are affecting the source of the problem is the problem of the core interests of be-reformers. In this paper, a China Electronic Technology Group Corporation Research Institute as an example, from the micro perspective of institution resistance analysis. Using the method of questionnaire survey and individual interview, to analysis the causes of internal resistance. The conclusion includes scientific cost repay with financial subsidies, more pay for more work, rational psychological intervention, clear classification and orientation, maintain normal retirement personnel and years of tax or relief.The research results will provide theoretical basis for the elimination of the science institution in resistance to other institutions, promote the restructuring of enterprise also has reference.
