The principal leaders of county-level party and government is the core of the leadership at the county level and the leader and administrator of public management activity. A good character is essential, so is official rank for a leader. On the connotation, officer products include official virtue and ability quality. Virtue is the fundamental requirement of official virtue. Official virtue is the code of ethics, virtue and ability that the leader in the leadership and management activities shall abide, and political beliefs, ethics, attitude and behavior style and ability characteristics combined. The concept of official virtue embodied the claim of honest and diligent management from party and state.The officer products is important for the building of civil servant, the development of economy and society and government ethics, morals. So the product construction is essential for the improvement of the county administrative culture, and the construction of service-type party and government.Officer has a practice standard in line with the views of the historical materialism; Officer product shape is also follow the practice standard, and there is no one breaks away from practice of absolute officer product standards. Based on the study of current situation of the officer product, this paper attempt to argue the subjective and objective factor by analyzing he political and moral character, their own quality and personal taste and give some suggestions about solving the problem.
