In the process of dealing with population aging, home-based eldercare is attached to more importance by many countries owing to its characteristics including low economic cost, integration of social resources, being beneficial for the elderly’physical and mental health, etc. In 2008, the National Commission of Aging Problem in China had further clarified the importance of home-based eldercare. It advocated to establishing home-based and community-supported eldercare system.Home-based eldercare service system is a comprehensive system including setting up standards, supplying eldercare services and carrying out quality monitoring, in which quality supervision and evaluation is a very important section. Till now, China’s quality supervision and evaluation is still in its infancy, which means a far way to go. Sweden, with a title of "service-providing" welfare state, has already built up a systematic and effective management system in the home-based eldercare, including the quality supervision and evaluation.Based on literature review, this thesis is a study on quality supervision and evaluation system of Swedish home-based eldercare services. It finds that this system is characterized as "clear and independent government responsibility" "transparent and easy-accessible information" "comprehensive and coordinated monitoring" "unity of national and local administration", in close connection with NPM and the transformation of service delivery. According to national similarities and differences between China and Sweden, related suggestions are pointed out on how to establish China’s service quality supervision and evaluation mechanism of home-based eldercare services.In this paper, the author firstly briefly introduces related laws and regulations, administrative management, service content, service-providing model, in order to formulate a basic understanding of Swedish eldercare services. Secondly, the introduction focused on quality supervision and evaluation is accomplished, which includes the supervision through service organizing and producing, evaluation indicators and quality evaluation in national and local level, so as to formulate a deep and comprehensive understanding of quality supervision and evaluation. Thirdly, the author concludes the characters of this mechanism and analyzes the reasons behind it. At last, considering similarities and differences of two countries, implications are concluded on establishing China’s quality supervision and evaluation mechanism.
