Research On Corruption Governance From The Perspective Of Cooper’s Administrative Ethics

Corruption as the current domestic and foreign widespread social phenomenon,with the rapid development of market economy,it became a growing trend.Corruption has become an urgent problem in the world. As far as China is concerned,in addition to the social system is not perfect and the market economic system is not regular,public personnel lack the sense of moral responsibility is one of the important factors leading to corruption phenomenon. The eighteenth report of Party Congress put forward that fight against should adhere to tackling the problem in a comprehensive,punitive and preventive measures,focusing on prevention policy.comprehensively promote the construction of punishing and preventing corruption,all these marks a significant change in the thinking of China’s corruption control.Therefore,the control of corruption should also be a project,must adopt multi perspective to analyze the phenomenon of corruption. Only by the system of anti-corruption and power control has certain limitations,and can not achieve the purpose of effective governance of corruption,This limitation requires the strength of the responsibility ethics to make up and regulate,in order to achieve the best effect of the governance of corruption.Based on Chinese corruption and corruption control research on the analysis of the present situation,the paper definite the concept of corruption,analyze the corruption and present several important corruption governance theory and its limitations. Taking Cooper’s administrative ethics thought as the theoretical basis,this paper interprets the relationship between the administrative responsibility and the conflict of responsibility and corruption in the theory. Combining with the actual situation of China,the paper try to put forward the countermeasures to fight with corruption. The general structure of this paper is as follows: firstly,define the concept of corruption,put forward the harm of corruption,and try to analyze the content and limitations of the existing theory; And then through the internal relation between corruption and Cooper administrative ethics theory,and conclude that the governancerole of corruption; Finally,in the perspective of Cooper’s administrative ethics to explore the way of harnessing corruption,make brief comments.
