Research On Promotion Of Chinese Farmers Trust On The Grassroots Government

Trust is the foundation to establish and maintain social orders. The establishment of good trust relationship among individuals may improve social orders effectively. In a social trust system, the trust status among different subjects greatly influences the functioning of the society’s trust system. The public and the government are two key subjects in the social field. How much the public trusts the society reflects how the society relations are functioning, which is of important meaning to the build of the government and the continuous development of the society. Governmental trust should be in the ultimate core and essential position, which will be helpful to resolve social conflicts and coordinate contrasts among different interests groups. If the public has doubts to the trusts of the government, the whole trust system will be damaged to some extend, which could lead to extensive chaos. Therefore, governmental trust is able to promote the development of the entire social trust system; in addition, public trusts to the government are of great significance to establish, enhance, and facilitate the government legitimacy, competence, as well as social and economic development.With the rapid development of economy and society, especially increasing urbanization, cities need to expand their space, which causes vast requisition of rural lands. Besides, as the urbanization continues, an increasing number of rural lands will be organized and reformed. In this process, a large number of farmers are facing a severe situation, losing their lands. Those farmers have become a special group, landless peasants. Urbanization is an important phase that China has to go through in a long time, which will result in more and more landless peasants. Their trusts to the local governments are not only the safeguard that urbanization will be sustained effectively, but also the premise of continuous efficient development during the post-urbanization stage. Therefore, the landless peasants’ trust to the local governments is a goal must be achieved.The trusts that landless peasants give to the government is a reflection of their relationship with the government, and an important index to show how they acknowledge and evaluate local governments and civil servants. Their trust level would affect how they will react in specific public affairs, which is highly related to the stability of society in the rural area. Social transformation phase is a key stage during development in China. The profit structure is changing dramatically. Especially in the rural area, different conflicts are becoming complicated. The trust relationship is confronted with complex circumstances. Under such social environment, the local government needs to solve numerous issues that arise after peasants lost their lands, which relies on landless peasants’ support and trust. Through effective communication, the local government and landless peasants can build a positive interactive relationship, and prevent further intensification of contradictions.There are many problems between landless peasants and the local government that need to be fixed. Some original issues have not been solved completely, while new problems keep arising. Under this situation, a decrease level of trust will undermine economic and social development in the rural area. How to improve their trust has become a crucial issue that the local government ought to solve, which has led to wide attentions from the society. Currently, most suggestions are at the policy level. There is no complete system to improve the situation. Hence, based on the practice of social development in the rural area, it is urgent to establish a stable trust relationship between the local government and landless peasants. This paper will start with the basic definition and factors of governmental trusts, to analyze the environment, foundation, formation, and sustainability of governmental trusts. Based on the relationship of government and landless peasants, this paper selects key factors to improve the trust level, including adjustments of profits relationship, standardization of administration system, and guidance of emotional behaviors. Through in-depth analysis of the three aspects, this paper will state the basic goals, focuses, and feasible suggestions to improve trusts.
