Study On The Low-enforcement And Supervision Of Land About Jingbian Country Shannxi Province

Land is the most basic human and natural resources, and arable land resources are the most important scarce resources. To protect the limited land resources is to protect human lifeline. In recent years, Jingbian County is under the strong development of oil, natural gas and coal resources, the rapid economic development, the accelerating urbanization process, as well as the contradiction between supply and demand of land resources. Land monitoring highlighted its role. But the land law enforcement work in Jingbian still have many problems, law enforcement is caught in a difficult dilemma. How to strengthen law enforcement and supervision work of land as an important role in the protection of land areas, to solve situation that law is hard to be enforced, it is the responsibility and obligation of every land law enforcement inspectors, meanwhile it is very great significance to protect arable land, to ensure the smooth implementation of land management laws and regulations.This thesis studies analyze the construction of Jingbian’s land law enforcement agencies, situation of monitoring equipment and configuration, and monitoring teams’ age composition and distribution of education. This thesis will analysis the number of illegal land and the land area involved, the number of illegal investigation case and involving land area, and the usage of illegal land and subject of illegal use of land in Jingbian from 2009 to 2014. This thesis will summarize results of various types of body in different illegal land use cases, analysis of deep-seated reasons of a high incidence of illegal land use, combining real situation of Jingbian’s land law enforcement to find out existing problems in propaganda, Ombudsman tools, team building, divisions of labor, management system and land laws and regulations. By overseas and home’s advanced experience and previous studies, combined with the current reality and trends of Jingbian law enforcement work, this thesis raises practical countermeasures and suggestions from propaganda, enforcement tools, quality monitoring teams, monitoring efforts, the linkage mechanism and accountability, departmental responsibilities, in land and land management system in order to promote the rational use of land resources in Jingbian, smooth working of law enforcement.By using field survey on the status of Jingbian’s land law enforcement to monitor the field investigation, the use of comparative analysis of land law enforcement will analyze the problems one by one, case analysis will analyze the reasons of the illegal land using, adopt literature study review to raise countermeasures and suggestions to improve law enforcement and supervision.
