Research On The Problem And Strategy Of Comprehensive Law Enforcement Of Urban Management In Laibin Of Guangxi

It has been twenty years since China carried outsystem of relatively centralized power of administrative punishment, and many efficient achievements have been made about urban management. The power of law enforcement has been relatively concentrated, the law enforcement efficiency are greatly improved. However, China’s comprehensive law enforcement system of urban management is still facing problems of legislation, cooperation between government department, the concept of enforcement, and the means of enforcement. It has not been long since Laibin carried out the systems of relatively centralized power of administrative punishment. While facing universal problems of comprehensive law enforcement system of urban management, Laibin still faces some problems with its own characteristics. How to resolve these practical problems that Laibin’s comprehensive law enforcement of urban management faces is this thesis’s background. There are five parts included in this thesis.The first part:Mainly talked about research background, research development, the purpose and significance of this thesis, as well asthe innovation of this thesis.The second part:mainly defined the connotation of comprehensive law enforcement of urban management from three aspects that urban management, administrative law enforcement and comprehensive law enforcement of urban management. And analyzed its legal basis from aspects of legal basis and legislation basis. Analyzed its theoritical basis of comprehensive law enforcement of urban management From three aspects of the new public management theory, the service oriented government theory and the public choice theory.The third part:mainly introduces the practice experience of comprehensive law enforcement at home and abroad. In aspect of Foreign countries, the article selected the United States, Britain, France as the western countries, and selected Singapore, Japan, South Korea as Asia countries to describe their experences of urban management. In aspects of domestic city, the article selected Beijing, Wuhan, Changsha, Nanjing as provincial capital city, and selected Zhuhai, Ningbo as new city to describe theirexperience of comprehensive law enforcement ofurban management. Several enlightenments are concluded from four aspects that legal system, market competition mechanism, community self governance organizations and the public, law enforcement concepts.The fourth part:systematically analyzed the problems and reasons that Laibin’s law enforcement of urban management faced. Laibin urban management still exist the follow problems:law enforcement system and linkage mechanism needs to be improved, peddler problems,"two violations"issue, the method of law enforcement and the talents of the team of law enforcement needs to be improved. The radical cause is the absence of the legal system and supervision mechanism. The direct cause is inadequate resources of law enforcement and low economic growth.The indirect cause of dissemination deficiency, security system, small city thoughts limit, the community autonomous organization did not function well.The fifth part:Discussed the countermeasures to solve the problems of Laibin’s comprehensive law enforcement ofurban management. The article pointed out that detailed rules should be implemented, functions of institutionsshould be more rational, "Municipal-District-Street" law enforcement system should be established to optimize the system of law enforcement. The service conceptshould be established, the digital urban management should be carried out, the internal supervision and evaluation mechanismshould be improved, so that the ideas and methods of urban management could be innovated. The law enforcement talent structure should be adjusted, the training of law enforcementshould be strengthened, capital investmentshould be increased to optimize the construction of law enforcement. Legal advocacy should be strengthened, multi-channel participation mechanism should be established, the role of volunteers should be playedto improve urban management awareness. Guidance and punishment should be combined, the transformation of oldareas should be accelerated to carry out a series of special governance.
