Township Administrative Cost Control Research

In recent years, our country’s town government’s administrative costs reflect the trend of too fast growth, too big consumption and so on. The problem of basic government’s administrative cost is becoming the social focus now. Along with the further expanding scope of our country’s open government information, the will to supervise the government of people is more and more strong. The reports of 18th Party Congress clearly points out that in the future 5 years, need to "strictly control the institutions establishment, reduce the number of leadership positions, and reduce administrative cost". Li keqiang prime minister puts forward the opinion of three-point rule, and one of the rules is "financial supporting population can only be reduced". When of arranging the management system reform, the reports of the 17th Party especially points out that need to pursue efforts to combine organizations, and to explore the giant department whose functions organically. From the series of measures, we can see central government’s high attention and steadfast determination to save administrative cost. How to effectively control administrative cost has become one of the problems to be solved in the process of further implementation of political and economic system reform.Through the study of the empirical research and analysis of H township administrative costs in the article, we found that there are problems of too much administrative personnel, too high wage costs, bloated government institutions, too large operation cost, irregular administrative spending, serious waste, too high cost of administrative decisions, too much mistakes and so on. And in the article, we explored the causes of town government’s dilemma of administrative cost control from the aspects of administrative concepts, institution setting, administrative decision-making optimization, institutional system, and ects. Therefore, aiming at the problems of town government administrative cost, in consideration of China’s national conditions, we put forward the ideas that through the ways of improving of staff’s quality, strengthening the awareness of cost; transforming government functions, optimizing staff structure; making scientific decisions, implementation of e-government; reinforcing the performance evaluation, perfecting performance appraisal system and so on to control town government administrative cost.
