With the development of our economy getting into the “new normal” gradually, new pattern urbanization is going to be the greatest force of our economic development. In order to achieve the people-oriented urbanization, we need strengthen the linkage by reinforcing the relationship between the information technology and the new pattern urbanization, and Smart city is the best note. As a typical application of information, smart city promotes fine management, public service equalization by creating smart, shared and systematic urban management. It creating innovative value propositions, action structure, performance-lead public expense for the innovation of social governance in transition. Therefore, it becomes a new way to reinforce the innovation of social governance.Yet the complexity of smart city system, top-level design is not perfect;because of the path dependence of the traditional social managing system and lack of mature society and organization system, these cause smart cities becoming similar, social governs system has been rigidified, the continuous of innovation of society governance is restricted and the lost of security system.To clear up the confusion, set up the pace which smart city push the innovation of local governments social governance, this paper combines with the advanced experience of smart Zhangjiagang, and puts up the route choices for the innovation of social governance: fully promote the information construction of social governance, change the traditional government pattern; establish performance evaluation system of which value tendency is public benefits, propel reasonably the innovation of social governance; sound laws and regulations, ensure the continuous of innovation of society governance; train the public spirit, give full play to social forces to participate in social management.
