Finally, it puts forward the idea of the transformation of local government functions, from the role orientation of the government at the grassroots level analysis, put forward to the government for leading diversified management pattern, from multi subject cultivation, improve the public decision-making mechanism, strengthen supervision mechanism, promote democracy and the rule of law construction and other aspects of the direction of the base layer of the transformation of government functions.For a long time, any country, by the government as the dominant structure to achieve governance, thus promoting the development of social and economic, social production. Similarly, as a developing country, China also attaches great importance to the health and harmonious development of society.
