Research On Reform Logic And Path Of China’s Public Service Units

The public service unit is China’s special social organization category, and it is widely distributed in the fields of education, medical and health care, technology, culture, sports and social management, etc. To provide public products and public services for the whole society is the basic function of public service units. The reform of public service unit is the important part of deepening reform comprehensively and promoting governance modernization of government. The reform process shows the relatively lagging performance, so the higher requirement is made to the policy makers and academic circles.The research thought of this paper is as follows:first of all, by researching the history and reality of the relationship between the government and the public service unit, which is also the core element of the reform of public service unit, so that the author can define the essence and development target of this relationship clearly; then analyze the entire reform of public service unit systematically, and establish the logic structure that is based the transformation of government functions according to relative theories; finally explore the effective paths of reform of public service unit from these different logic branches. In addition, the author also analyzes the domestic and foreign relative examples about the public service and obtains much valuable governance experience.In this paper, the classification reform of public service unit can clarify the complicated relationships between the government and public service units. And it also can define the governing boundary among the government, society and market. As for the reform logics of public service unit, the logics of fact and value are composed the inherent logic of the reform. The polycentric logic becomes the important logic approaches to the reform because it succeeds in surmounting upon the traditional and single logics of state and market. What’s more, the transformation of government functions should be the foundation or center of the entire reform logic of public service unit. The logics of polycentrism, organization and supporting play an important role in promoting the reform comprehensively and supplying the guidance of paths. Through these analyses, the author try to explore the should-be reform paths of public service unit, specifically including handling the relationship between the stock reform and incremental development; improving the corporate governance structure of public service unit; implementing actively the personnel management, financial policy and endowment insurance, etc; strengthening the construction of legal system and supervision mechanism. And it will be comforting to establish the modern public service system with Chinese characteristics eventually.
