The Reaserch About The Classified Reform Of Public Service Unit

The release of "guiding suggestions to Classified reform of public service unit" by the CPC Central Committee and the State Council, marks the reopening of the public service units reform which had been interrupted for15years. The reform of public service units has attracted attention from all walks of life including all public service units’ personnel. We found that after more than20years of reform, great progress has been made in public service. However, the public products and services provided still cannot meet the demand of economic and political reform, this has had serious impact on the healthy development of public welfare, therefore there is an urgent need to promote the classified reform of public service units in order to satisfy the growing public demand from the public.Central People’s Government Divides public service units into three categories:units assuming administrative functions, units engaged in production and business activities, and units engaged in public administrative functions. This paper analyzes and summarizes the difficulties and problems, and put forward some solution, and also identified problems which might be encountered in public units reform.Institutions engaged in public service system of the main institutions in China, according to the overall arrangement of classified reform, in principle, only such units will continue to remain in the national institutions sequence after the reform, but its functions, organizational forms and the management system also need to change accordingly. Therefore, on the basis of classified reform, we should focus on internal and external management mechanisms, and the supporting measures to deepen the classified reform, which has practical significance to the reform comprehensively, implement the scientific concept of development and the promotion healthy, sustainable development of overall economic.
