Research On The Institutionalization Of Rural Deliberative Democracy

For over 30 years of reform and opening-up, the villagers autonomy system,as a grass-roots mass self-government system created by the farmers themselves got fully development in practice, showed exuberant vitality, and become the important component of the socialist political system with Chinese characteristics. Villagers autonomy as the form of the current of rural grassroots democracy plays an important role in the villagers self management, self education. Although the autonomy system has made a lot of progress this year, it still has many problems in real implementation.With the development of society and economy, the form of democracy constantly contains innovation and development, the rural deliberative democracy develops in many parts of the democratic construction. Promoting the development of rural deliberative democracy institutionalization can not only provide effective ways for the rural democratic politics development, but also is the innovation of the villager autonomy system. It is important to enhance the enthusiasm of farmer political participation, to realize the scientific decision making and strengthen the interaction between villagers and the grassroots government, build a stable and harmonious new countryside according to significance.In rural grassroots governance practice itself is a process of constant compromise and negotiation and consultation practice sense is constantly being used, the phenomenon of negotiation are widespread, but how to make such a gap, passive, accidental phenomenon of negotiation become continuous and actively, the norm system requires the system of rural deliberative democracy to rise to meaning, the development of rural deliberative democracy institutionalization is not only the direction of the rural social development, is also able to provide institutional guarantee for rural social stability.Considering the eight hundred million rural population in our country, in the backdrop of the rapid development of urbanization, the focal point of this article is based on the practice of the autonomy system, the correct understanding and grasping the characteristics of the deliberative democracy at the grass-roots level, analysis of deliberative democracy theory connotation from different angles to make it become a rural deliberative democracy institutionalized theory support and source of power. In this paper, by combining the theory ofdeliberative democracy at home, in the perspective of villagers autonomy system in depth analysis of the component of deliberative democracy in rural areas, the present situation,problems and reasons, parts of successful deliberative democracy management experience to explore rural deliberative democracy rise in full swing to effective paths for institutionalized level, and put forward countermeasures and suggestions for relevant details. The development of rural deliberative democracy institutionalized did not happen overnight, needs the joint efforts of all aspects, so that the development of rural deliberative democracy institutionalized as both at the time, also has a long way.
