At present, under the background of our country strengthen the social construction and promote social governance innovation, social organizations as an important bridge between the government and society, its function and effect is becoming more and more evident, and in social governance plays a more and more important role which is the height of the party and the government and strong support. The CPC Central Committee adopted the decision on several major issues of the CPC Central Committee on deepening reform in the third Plenary Session of the 18th CPC Central Committee to promote the modernization of national governance systems and governance capacity, and stimulate the vitality of social organizations. Correctly handle the relationship between the government and social organizations, to speed up the separation of real administrative agencies, to promote the clear responsibilities of social organizations, according to law, play a role. Social organization has ushered in an unprecedented opportunity for development. At the same time, because of the influence of the rigidity of the thought, the relative lag of the system construction and the management is not in place, the development of the social organizations in many places is restricted by the bottleneck. This article aiming at the policy background and realistic demand, in order to promote the Chinese government from the social management to social governance transformation as the basic direction, locking in Guilin city as a case study, study problems of social organization management innovation and solve the model and approach.This paper is divided into seven parts. The first chapter is the introduction, which is based on the analysis of the background and significance of this study, constructs the basic framework of this research from the macro level, and provides the logical path and the ideological guidance for the full text. The second chapter is the theoretical explanation of social organization and management, which analysis and elaboration the social organization of connotation and denotation, social organization and management of the target value, subject system and tools, especially discusses the value goal of social organization and management, is the foundation of this paper value lead. The third chapter is the basic situation of Guilin city social organization and management innovation, through depth visited Guilin city social organization and management departments and social organization with typical, respectively from the aspects of the administration of the registration of social organizations, the daily supervision, nurture and support explore the actual state of Guilin city social organization and management innovation and progress.
