Since the 80’s of last century, under the influence of the global trend of public administration reform, the construction of legal government, responsible government, and the constantly emphasis of officials’ awareness of responsibility have become an important symbol of the national administrative reform, and China’s executive accountability system began in 2003 and its large-scale implementation was after the outbreak of SARS.In recent years, a lot of sever emergency which brings serious harm and extreme bad influence occurred at home, such as explosion, environmental pollution, major construction accidents, fatal traffic accidents, serious mining accidents, public health accidents and severe social public security events, and a large number of officials was held responsible for these accidents.In October 2014, the Fourth Plenary Session of the eighteenth Central Committee of the Communist Party of China discussed the issue of managing state affairs according to law in special coverage for the first time, which indicates that the theory and practice of administrative accountability system in China has made some progress, but there are also exist the problem of the imperfection of law and defects of supporting system, and that’s also where the significance of studying administrative accountability lies in.This thesis consists of seven parts. The first part is introduction which contains research background and its significance, literature review at home and abroad, research ideas and methodology. Part two is about the related conceptions which defines the concept of rule of law, administrative responsibility and administrative accountability system, and explains the social contract theory, the responsible government and the limited government theory. Part three analyzes the necessity and feasibility of carrying out the administrative accountability system in the context in the rule of law. Part four introduces the present situation of the administrative accountability system in China, the problems and its causes during the process of implementation. Part five introduces the successful experience and enlightenment of the administrative accountability system in developed countries; Part six proposes that the reform should be carried out from the legislative, executive, supporting systemand cultural levels to constantly improve the administrative accountability system,and lay the foundation for the rule of law.Through the research, the following conclusions are drew. Firstly, the rule of law is an important driving force to promote the development of China’s administrative accountability, and research on this problem is of great significance in that administrative accountability system plays an important role in constructing and establishing responsible government and legal state. Secondly, although the administrative accountability system in China is constantly improving, the policy content is more comprehensive, the implementation is constantly increasing which effectively alleviate the lack of accountability and the sheer situation, but there are still many problems;Thirdly, the administrative accountability system should continue to strengthen the research on the main contents of the current administrative accountability system which includes the subject of accountability, the object of accountability, the content of accountability and the accountability standards. Fourthly, improving the administrative accountability system is a systematic engineering and needs to learn from foreign experience and the common concern of the whole society. Legal system should play a major role, the formulation of supporting mechanism should play a role of mutual adaptation interaction and coordination,and the influence of culture should be strengthened to establish the awareness of actively participating and supervising the administrative accountability in order to put up the bridge for the perfection of China’s administrative accountability system and to lay the foundation of the construction of the society ruled by law, a responsible government and government administration.
