Community correction volunteers are one of the essential forces in community correction. However, in the process of our rural community correction, due to the immaturity of the civil society, the inefficiency of citizens’ awareness of community correction and their indifference in participation, there has appeared a phenomenon of severe community correction volunteer shortage. The current rural community correction volunteers’ contributions to the supervision and help for the community correctional offenders and their due disadvantages and values can’t be sufficiently exerted. Therefore, under the embarrassing situation of the scarcity of volunteers and with the difficulties in recruitment, it is rather urgent to explore and discuss how to encourage the current rural community correction volunteers to make full use of their powers in order to promote rural community correction work smoothly.As to ’how we can enable rural correction volunteers to exert their full disadvantages and values’,role theory and good governance theory provide us the feasible theoretical angle. First of all, based on role theory, this thesis analyzes the role-playing process of rural community correction volunteers and endeavors to understand its current state and be clear about the difficulties encountered in this process by the volunteers from the micro-dimension. Secondly, in the framework of good governance, this thesis explores the possible causes for the role dilemma of correction volunteers from macro-dimension in order to aid them in succeeding in their role-play. According to role-play theory, the role-play process of rural community correction volunteers can be divided into three stages:role-perception stage, which includes the perception of their expectation of country, workers at the institutes and community correction objects, and the perception of their self-images, advantages and disadvantages of their role play; role-realization stage, which refers to the acquisition of community correction philosophy and the choices of the importance of overseeing methods; the role-practicing stage, which includes the actual supervision and aid for correcting the offenders as well as the necessary support in the role-practice.Through the analysis of the role-playing process of rural community correction volunteers can be found such existing difficulties as the ambiguity in role-perception, the distance to the role, the passive role actions and a lack of role support. Based on good governance, the main causes for the above mentioned role dilemmas are as follows. Firstly, the legal status of community correction volunteers is low. It is displayed as the immaturity of rural civil society, the shallow perception of citizens for community correction and the scarcity of perception for community correction volunteers. Secondly, the inadequate rule-by-raw construction—no clear legal disciplines of the volunteers’ behavior and service--which results in the ambiguity of correction volunteers’role perception. Thirdly, there exist only inadequate senses of responsibility. This is shown by the lack of strict mechanical selecting system, training system and motivation system. When we depend simply on the secretaries of the rule-by-law construction (who have been severely affected by the old role-principles and haven’t received training to improve their professional skills) to act the role of correction volunteers, role distance would easily appear. Fourthly, there’s not enough response, i.e.,effective information feedback system and expressive system are lacked to a degree that the volunteers would lack the motivation and positivity and become too passive in their role behavior.
