Research On Urban Community Under The Perspective Of Multi-center Theory PAKR

With the development of society, improvement of material culture of community residents as well as diversity and complexity of spiritual demands, a new challenge has been proposed to traditional government management system. In order to effectively protect the interests of masses and construct harmonious society, aiming to maintain the fundamental interests of masses, increase harmony as much as possible, and strengthen social development vitality, the Third Plenum of 18th CPC Central Committee has put forward requirements of innovating social governance system; the Fifth Plenum of 18th CPC Central Committee has further proposed that we should strengthen and innovating social governance, promote the refinement of social governance, as well as construct a social governance pattern in which all the people co-construct and share together. Thus it can be seen that it is imperative to transform the traditional social management to social governance in our country. In community, such a the minimum unit in urban management, how to explore to formulate well governance of party policy, residents self-governance and society co-governance has become an important subject to be studied by academic and political circle.In recent years, with the rapid process of urbanization, the contradiction of urban community has become more and more prominent. In order to resolve all kinds of problems existed in communities, local governments proactively explore grass-roots community governance mode. Based on socialism with Chinese characteristics, considering Chinese Communist Party as the feature of core of leadership in our country, as well as setting Pingshan district in Shenzhen as the typical case, this paper applies multi-center theory and document research, empirical analysis, field research, etc. to profoundly analyze the characteristics of community governance in this district. Combined with the experiences of national community governance in a part of cities, this paper attempts to clarify the relationship between community multiple subjects to construct a urban community governance system of "multi-variant with one core". Moreover, it explores to construct modern community governance system in our country, building a favorable social ecology in communities.
