Community Public Service In The Cooperative Governance Perspective

As an important content of government of grass-root society in our country, the importance the development of rural community has received the widespread attention from all sectors of society. Especially with the coming of the post-industrial age and the accelerate development of Chinese characteristics new industrialization, informatization, urbanization and agricultural modernization, the profound reform happened in our countryside society. At the same time, the problem such as the intensified change of the rural population structure, the appearance of villages hollowing out, the continually expanding of rural "three left-behind" group, the diversification of rural interest subject and lagging development of rural social undertakings brought huge challenge to grassroots social governance. The fifth plenary session of the 18th CPC Central Committee proposed the program of contributing co-construction and sharing social governance structure, which demanding all the departments see the current community governance as the important part of social governance and pay attention to the time feature including information exchange, resources sharing and social cooperation. The development of rural community public service is an important performance of rural community governance and the important way to enhance the acceptance and satisfaction of the rural community residents. So to speak, under the background of economic new normal and the general requirement of the construction of co-construction and sharing social governance structure and elaborating social governance, the development of rural community public service transformation become inevitable. In the development of rural community public service transformation, we can see the our current rural community public service had already presented the trend of cooperation governance, and made progress in the field of in regarding the interaction between government and society as guidance, cooperative governance as the method, innovative experiment as the carrier and promoting the equalization of public resources between urban and rural areas. But as a result of poor rural community public service and the late start, there were still lots of common problem in the development of rural community in the structural transformation. Therefore, in order to give play to the guiding demonstration effect of innovative product, we should regard the interaction between government and society as the reform guidance, under the framework of cooperative governance, make progress through five aspects-perfecting system design, condensing participation identity, introducing market mechanism, strengthen financial input as well as balancing urban and rural development; emphasizing on using specific measures to realizing the innovation of community public service governance including deeply integrating community public service resources, hatching autonomous-collegiality pattern of public service, cultivating multi-party cooperative governance mechanism, laying solid foundation of community public service and realizing community public service equalization.This article that based on the perspective of cooperative governance theory setting promoting urban-rural ensure equitable access to basic public services, rebuilding emotional community of rural life and effectively extending value idea of fairness and justice for research purport, selecting the rural community construction under the background of the rural public service structural transformation and the practice innovation behavior in the reform and development of current rural community as the main research content. First of all, summarizing and combing the development and structural transformation of rural community public service. This part mainly illustrated the development and stage characteristics of rural communities, development course and current situation of the rural community public service and the significance of rural community structural transformation. Secondly, this article deeply explored the dilemma and power of rural community public service structural transformation, trying to perspective the inherent logic of rural community public service, system arrangement as well as adjustment and innovation of the basic system of social governance. Though it’s hard to separate the achievement of rural community public service construction and government finance input, as a collective choice of audience, residents had close relationship with the government’s policy design and development direction. So to speak, the development of area and policy changes were the external thrust of rural community public service, and the demands of community resident like living environment promotion as well as equalization of community resources in urban and rural areas is the endogenous power of rural community public service transformation. Once more, this article selected the local practice of rural community public service structural transformation in Qingan (Heilongjiang province), Deqing (Zhejiang province), XinTian(Hunan province), Zhengning (Gansu province) as the main case, trying to deeply analyze the current practice, innovation and transformation characteristics of rural community public service structural transition. The structural transformation of the rural community public service was neither accomplished in an action nor formed mode. There were still lots of problem and disputes in the development of structural transformation. Finally, through the perspective of cooperative governance, this article thought the development direction of the current rural community public service structural transformation and discussed the core proposition of rural community public service structural transformation under the perspective of cooperative governance, thus put forward the development direction and path selection of rural community public service under the background of cooperative governance and tried to realize the observation through theory to reality.
