Social contradictions are constantly changing,so does the pressure on people's work and life,and the issue of occupational burnout gradually becomes more prominent in all walks of life.The causes of occupational burnout are,of course,multifaceted,and generally include the lack of autonomy and challenge of work itself,the lack of full play of staff capacity,unpaid wage and salary expectations,lack of prospects for career development,and so on.The worsening of occupational burnout directly affects the career development of individuals and the growth of the organization.However,the research on this issue is quite scarce in the public administration departments,especially the government departments.The direct consequence is that government policies can not be effectively implemented,and the ability of government departments to govern and the level of administrative management are hard to be improved.Customs is the state regulatory authority for entry and exit and belongs to the administrative and law enforcement departments of the government.It has always been sought after by a large number of career workers.However,some recent research shows that the problem of occupational burnout at the grassroots level is becoming more and more serious.On the one hand,with the continuous development of import and export trade,the continuous growth of citizens' overseas tourists and the extensive development of new economic forms like cross-border online shopping,the customs work is known to more and more people.However,the public's impression and evaluation of the customs did not improve as the understanding deepened.On the contrary,it declined with the development of import and export trade and overseas consumption.The contradiction has been highlighted.On the other hand,the increase in workload and the decline in salaries and benefits,the low level of social recognition,the failure of the incentive mechanism make customs civil servants have a sense of occupational burnout.Customs officers generally have a feeling of anxiety,feel hopeless.Customs duty is one of the main sources of finance in our country.The customs work is of great importance.How to effectively improve the occupational burnout status of the civil servants in the customs,arouse the enthusiasm and potential of the employees and improve the efficiency and quality of the customs administration are the the important issues that affect the development of customs and the development of customs Import and export management.This article is divided into five parts.The introduction part leads to the research background of the paper and analyzes the research significance,research methods and innovations.The first chapter expounds the concept of grass-roots civil servants and occupational burnout,introduces the theoretical basis of the study,including serviceoriented government theory,public product theory and career management theory,and reviews researches on occupational burnout at home and abroad;From emotional exhaustion,depersonalization and low sense of accomplishment,the second chapter analyzes the present situation of occupational burnout among the grass-roots civil servants in Suzhou Customs through survey questionnaires and the differences in gender and age variables are analyzed.The third chapter analyzes the causes of occupational burnout among the grass-roots civil servants of Suzhou Customs from the three levels of individuals,organizations,and institutions;Chapter Four explores the suggestions for solving the problem of occupational burnout: at the organizational level,it advocates a healthy “professional culture” to create a warm working atmosphere;at the individual level,customs officers should plan and design self-career development with the help of diverse career care platforms,supporting by the organization;at the institutional level,it is necessary to improve the multiple promotion system and internal and external incentive systems.Finally,the paper puts forward the insufficiency of the research.
