The Internalization Tendency In The Process Of Village Power Execution

The Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed that we should promote the modernization of the country’s system of governance and governance capacity. As the part of the national system of governance, how to improve the ability of village governance, how to guide the rural society to the good governance, has become a major task faced by the village governance in the new period.The party’s and the state’s construction of spiritual civilization acvtivity in the countryside is the effective measures.The development of rural economy and the improve of rural landscape firstly need to form a good village civilization environment. But with the development of the rural spiritual civilization activity, building spiritual civilization gradually declines. Cadres seeking profits, cost seeking low, implementation seeking simpleness finally leads the village authority in spiritual civilization activities to internalization.This paper takes the example of the construction of the four spiritual civilization avtivities in H villiage of Shandong Province and discusses discusses the three mechanisms:cadres seeking profits, cost seeking low,and implementation seeking simpleness that forms the village authority internalization tendency. In recent years, the H Village activities to build spiritual civilization can be divided into four major categories of science and education, village renovation, moral education and political and religious activities. In the activity of science, education and village renovation:"village broker"system makes village cadres form the interests of the power network,"profitable broker" resulting. In order to maintain the interests sustainability, village cadres in carrying out activities tend to simplify procedures and keep costs low operating power, thus the closure of the power forming. In the moral education of the activity, the village power formed unipolar pattern. The village cadres use centralized authority to interfer wantonly activities, and to reduce the cost of spiritual civilization in power operation. This low-cost operation cured pattern of interests of the village so that the village falled into a path-dependent power cycle. In the political and religious activities, In political and religious activities, the task-based political system makes the village cadres in carrying out political and religious activities use alternative means resulting in the villagers marginalization and the supervision on power weakening which further promote the power of self-enclosed. Under the effect of three mechanisms, functioning village power culminating in an internal tendency.This paper argues that the formation of three mechanisms is the results of the weakening of the power supervision and the lack of villagers participation. The internalization tendency of the village power is a challenge to the current village governance system, which makes the village governance in dilemma. Resolving the internal tendency problems needs to establish open and transparent power, form a powerful authority system, strengthen the interaction between the villagers and the power and need to improve the degree of organization of farmers by the establishment of farmer organization and promote the construction of social capital in rural modernization.
