Study Of College Graduates’ Function As Village Officers In Chongqing’s Construction Of New Rural Spiritual Civilization

From the beginning of China’s reform and openness to the outside world,especially after21th century, Chinese government has taken out a set of measurementsto develop its agriculture, accelerate the urbanization and improve the living standard ofthe farmers. Selection of university graduates as human resource input for countries is abeneficial policy of creation for Chinese government prior to its construction of newsocialist countryside and the settlement for college graduates’ employment, and it playsan especially important role in the new rural construction. Likewise, to get a fullunderstanding of what an important role the college graduates act in the spiritualcivilization of new rural construction has its significance since spiritual civilization actsas one important part of the new rural construction.From the beginning of new rural spiritual civilization construction’s necessity, thispaper analyses university graduates’ role, as well as how the they play the role in thespiritual construction of new rural civilization based on questionnaire and on-the-spotvisit, moreover, the author finds out the reasons that make the college students’functions weakened from the point of view of the performance of public policy.
