From the beginning of China’s reform and openness to the outside world,especially after21th century, Chinese government has taken out a set of measurementsto develop its agriculture, accelerate the urbanization and improve the living standard ofthe farmers. Selection of university graduates as human resource input for countries is abeneficial policy of creation for Chinese government prior to its construction of newsocialist countryside and the settlement for college graduates’ employment, and it playsan especially important role in the new rural construction. Likewise, to get a fullunderstanding of what an important role the college graduates act in the spiritualcivilization of new rural construction has its significance since spiritual civilization actsas one important part of the new rural construction.From the beginning of new rural spiritual civilization construction’s necessity, thispaper analyses university graduates’ role, as well as how the they play the role in thespiritual construction of new rural civilization based on questionnaire and on-the-spotvisit, moreover, the author finds out the reasons that make the college students’functions weakened from the point of view of the performance of public policy. Finally,the paper come up with corresponding measurements and suggestions by counteringsome existing problems with the university graduates when they are working as villageofficials, aiming at making them perform better for the spiritual civilization of new ruralconstruction in order to promote the sustainable rural area of Chongqing city thesustainable development of new rural areas’ economy and society in Chongqing.
