Research On The Optimization Of Collaborative Governance In The Reconstruction Of Urban Villages

With the continuous development of China’s economy and society,a large number of rural areas have been transformed into urban areas,and many villages have been incorporated into the urban scope or located in the periphery of the city,forming the phenomenon of "village within the city",which seriously hinders the urbanization process.In recent years,many a second-tier cities to promote the urban village reconstruction,basically completed the great hurt to build,but for four-tier cities,like W city renovation started late,and subsidies for revamping standards,are influenced by the local economy,will not be able to achieve with the same standard,a second-tier cities and in the process of advancing reform retrofit is still relatively traditional "government-led" model,is difficult,slow progress,reform the masses has such problems as resistance is very outstanding,for the traditional villages reform governance theory and practice of a new problem,Therefore,collaborative governance with multi-subject participation is a new path worth exploring and practicing for the reconstruction of urban villages.Clear the fourth plenary session of the party’s 19,19 "to promote national management system and management ability of modern" but at this stage especially the villages and towns(street),the county level in the work of the process is still maintained a government-led work idea,the government and the masses in thinking is not digesting and absorbing the idea of collaborative management,still maintained the original concept and method.Based on the comparison and analysis of the exploration and practice of collaborative governance in the reconstruction of village A and village Q in T Street of W City,it is found that collaborative governance plays a relatively effective role in promoting the reconstruction of village in the city,which can better mobilize all kinds of subjects to participate in public affairs and promote the progress of work efficiently and orderly.Moreover,it also provides a new opportunity and breakthrough point for the continuous optimization and improvement of collaborative governance in practice.The research content of this paper is mainly divided into the following parts: The first part is the introduction,which mainly includes the research background and significance,literature review,research methods and ideas,research cases and objects,research innovations and deficiencies;The second part defines the concepts of urban village reconstruction and collaborative governance,and introduces the theories of stakeholders and collaborative governance,which provides theoretical support for the research on collaborative governance of urban village reconstruction.The third part mainly introduces the basic situation of the case,including the basic situation of T street,A village and Q village,and carries on the comparative analysis of the two cases.The fourth part is the empirical analysis,which introduces the situation of T Street promoting the reconstruction of urban village in A village by collaborative governance for the first time,and analyzes its measures and effects.The fifth part focuses on the case of A village and analyzes the problems and causes.It not only makes an objective analysis of the first attempt of collaborative governance in the reconstruction of urban villages,but also puts forward the direction for the next optimization.The sixth part is the further optimization of cooperative governance and perfect,mainly combines the Q village second practice,combined with the collaborative governance theory analysis,the fourth part put forward the coordinated management shortcomings in the first attempt to respond,but also for collaborative governance better play a role in the urban village reconstruction,the direction and measures of optimization.The seventh part summarizes and looks forward to the cooperative governance of the reconstruction of urban villages.
