Countermeasures Study On Improving The Effectiveness Of The Democratic Parties Participating In Local Deliberative Democracy

The democratic parties are main party to deliberative democracy. Comparing with other parties, it has obvious strengths by playing a key role to formulate and implement public decisions. CPC central committee attaches high importance to the political engagements of the democratic parties and is actively exploring an innovative mechanism in recent years to secure its democratic deliveries by issuing series of documents. These documents are not well implemented from the central government down to the local due to various factors existing in local that cuts influence power of the democratic parties on public decisions as for depth, breadth and effect. My sample selects Suzhou as the example. And the topic reviews its democracy delivery progress and achievements after founding of new China. Targeting for the ineffectiveness of deliberative democracy between the democratic parties and the local committees of CPC, government departments and People’s Political Consultative Conference, this topic analyzes the reasons in aspects of system, consciousness and ability, selecting Suzhou as fact. In the end, combined with advanced experience of brother cities, the topic puts forward suggestions such as perfecting the system, strengthening the awareness, promoting negotiation ability, to improve the effectiveness of the democratic parties participating in local deliberative democracy, and make the local public decision-makings more democratic and scientific.
