The Current Situation And Countermeasure Research On The Participating Parties' Primary-level Organization Participating To The Deliberative Democracy

The report of the 18 th National Congress of the Communist Party of China regards development of Socialist Consultative Democracy as important content of China's Political System Reform and clearly states that “Socialist Consultative Democracy is the important form of people's democracy.It shall perfect consultative democracy system and working mechanism and promote development of consultative democracy in terms of extensiveness,multi-level,and institutionalization.Extensive consultations are to be taken among organs of state power,committees of Chinese People's Political Consultative Conference and Party groups on major issues of economic social development and actual problems of people's immediate interests to solicit a wide range of opinions,to pool wisdom of the people,to gain consensus and to build up synergy.Political consultation is reinforced among democratic parties,included into decision-making procedures and upheld before and in midst of making decision to strengthen practical effectiveness.” Since the 18 th National Congress of the Communist Party of China,a series of important instructions about development of Socialist Consultative Democracy indicates that a new height is reached from understanding to practice of the CPC and the Central Committee on the consultative democracy.In contemporary China,the field of consultative democracy increases constantly and already extends from the field of politics to the social field,of which the main body and practical form is also more extensive and diverse.However,the consultative democracy exists and shows most in the field of multi-party cooperation undoubtedly.Therefore,multi-party cooperation and political consultation under the leadership of the Communist Party of China is the major system carrier of Socialist Consultative Democracy.Consultative democracy is throughout the whole process of multi-party cooperation and political consultation.As the important part of multi-party cooperation and political consultation,the parties participating in state affairs are not only direct participants and practitioners of multi-party cooperation,but also a principal part and forceful support of Socialist Consultative Democracy.The primary organization of the parties participating in state affairs is one of the main practitioners of consultative democracy at the grassroots level,which plays an indispensable role in promotion of consultative democracy at the grassroots level.That the primary organization of the parties participating in state affairs plays a proactive part in the consultative democracy at the grassroots level is the significance to develop Socialist Consultative Democracy with Chinese characteristics at the grassroots level.It not only facilitates development of the parties participating in state affairs themselves,but also facilitates development of the consultative democracy at the grassroots level.In 2012,the Changning District Revolutionary Committee of the Chinese Kuomintang built consultative democracy with grassroots communists through joint efforts firstly.Its branches have maintained such mode daily,and have started exploration at jointly-built experimental plots in the Xinhua Communist of Changning District.Through practice and exploration for years,the Changning District Revolutionary Committee of the Chinese Kuomintang has conducted joint buildup with Xinhua Residents' Committee of Xinhua Sub-district,Shuangliu Communist of Xinjing Town,Hongxian Communist of Xianxia Sub-district,and Yuanfeng Huayuan Residents' Committee of North Xinjing Sub-district successively in pairs.It has established a set of working mechanism during the course of joint communist development to promote grassroots consultative democracy development of communists in pairs.Through case study that the Changning District Revolutionary Committee of the Chinese Kuomintang participates in grassroots consultative democracy in form of joint communist development,the paper analyzes performance and effect of the grassroots organization of the parties participating in state affairs on the mechanism formed by participating consultative democracy from the district committee's participation impetus,process and effect,and actively makes exploration in aspects of the existing main dilemma,cause and optimization route,based on the fact that the Central Committee of the CPC attaches great importance to Socialist Consultative Democracy as well as the important part played by the parties participating in state affairs on development of consultative democracy.The author hopes that the study in the paper can further enrich and develop the theoretical system of Socialist Consultative Democracy.
