Government departments is the important executive mechanism of administrative functions in our country, which assume the function closely related to people’s interests. The working-quality of the government department staffs, who are the executives, directly determines the people’s vested interests and the protection of the rights and interests. The current situation of China’s government personnel team is not optimistic, and there are still some problems needing to be solved.As one of the epitome of the rapid economic development of our country, the M-High Technical Industrial Park has a significant representation in the transformation of China’s economic system and the adjustment of the industrial structure. Due to the rapid development of the region, the government’s demand for the rational allocation of the government’s staff is more urgent in M-High Technical Park. Based on the investigation about the allocation of govemment’s staff, five main influence factors have been proposed by the principal component analysis method. The five main influence factors are infrastructure, living condition, management system, employee relations and continuance intention, respectively, and all of them influenced the allocation of the govemment’s staff together.According to the results of questionnaire and interview, some problems such as the conservative idea of personnel allocation, the only method of personnel allocation, narrow channels of personnel allocation, talent evaluation mechanism lack has been founded, after combining with the situation of governments’ human resource in M-High Technical Park. All the problems restrict the function of the government. According to the influencing factors of the personnel allocation, the reasons of the problems has been analyzed. It is found that the problems about personnel allocation are mainly caused by the reasons such as the lack of regional development, the shackles of personnel system, human resource management system does not fall to the ground, talent development channel single reason. Therefore, to solve the problems about personnel allocation and improve the effect of personnel allocation, that we proposed some optimization strategy, such as accelerating the development of regional economy, reforming of the personnel system, building a perfect management model, establishing the scientific talent-evaluation system, improve the allocation of personnel. We wish to help government to do a good job in human resources development, personnel allocation, and better to complete their own work for safeguard the interests of the people.
