Government reform of the personnel system is the forefront in the new public management research topics, and it is one of the problems in this area. Since the promulgation and implementation of the "INTERIM REGULATIONS ON CIVIL SERVANTS" to "THE CIVIL SERVICE ACT", our government has been initially establishing a set of basic framework, which suits China's national conditions and has Chinese characteristic. On the one hand, the selection, appointment, evaluation, promotion, pay and other institutions of civil service have the security with the law and rales, effectively improved the overall quality of the civil servants, and ensure the personnel of the national professional, young, and lay the foundation of the government's building with learning-oriented and service-oriented. On the other hand, the concept of the "people-oriented" in modern human resource development and management has been infiltrating in government departments gradually, therefore, we should use this innovative concept to the government personnel system and make the distribution of human resources reasonably and effectively.Based on the in-depth reform of the personnel system and its research in theoretical circles is not in-depth, this paper has been summed up and absorbed the basic of research results, the government personnel system reform carried out systematically and comprehensively summarize and discussion, and combined with China's national conditions and some important meetings, in particularly, respecting for the spirit of reform and innovation of The 17th National People's Congress, the Chinese government put forward a sound of concrete measures, and explore the development's direction with a view to the study of theoretical and practical exploration benefits.This paper is mainly focus on two aspects:The first is why the government should carry out reform of the personnel system. Analyzing the China's government on the current reform of the personnel system, we find many problems such as the international environmental challenges, the pressure on the domestic situation, the civil service requirements, and the building of our own civil servants, which acquire our government to reform and improve the system, the reform is a must.Next is how to carry out government reform of the personnel system. Firstly, compared to the longitudinal methods, recalled the past and the present stage of the civil service reform, we should summer up the shortcomings and inadequacies and analyze the reasons of these phenomena. Secondly, this paper takes the horizontal comparison to describe the civil service of advanced methods in advanced countries briefly and summers up its enlightenment. Finally, combining the China's national conditions, from new concepts, the political system's reform, the civil service competition and incentive mechanisms proposed reform measures to ensure that the civil service of high-quality and high efficiency. The most important is that, this paper absorb the concept of "the enterprise-oriented government" and use the point of the new public management and modern human resources development and management, combining the 17th National People's Congress, emphasizing on human resource development and striving to make the government's personnel system humanized and developing human potential, which is the innovation of this paper.
