Research On The Advance Of Beautiful China Establishment Through The Construction Of Inclusive Government

The brand-new concept of “Establishment of Beautiful China” made its debut in the Report to the Eighteenth National Congress of the Communist Party of China, which not only manifests the idea of coordinated development, green development and sharing development, but also bears the weight of an expectation from the public. Being different from the construction of ecological civilization, Beautiful China is the dialectical unity of the beauty of the ecological environment, the beauty of the social environment and the beauty of the human environment. However, several issues occur in the process of building Beautiful China, including severe environment contamination, excessive resource consumption and the governance conflict of interests between the central government and local government. The fundamental crux lies in the dominant social relations which derive from both market economy system and its implication of the dominance towards the natural world. The construction of Beautiful China is essentially restricted by the contradiction between object orientation and human orientation, the tension between GDP and the green GDP, the non-equilibrium game between the powerless and the powerful, and the binary opposition between centralization and decentralization. It is a realistic path to cope with the predicament in establishing Beautiful China to be committed to balance the economy development and environment protection, to narrow the gap between the rich and the poor, to improve the integrity and sharing of interests, and to build an inclusive government with scientific division of the financial power and the administrative power. The construction of inclusive government consists of three aspects of inclusive system, mechanism and institution. The realization of Beautiful China is promoted by(a) the construction of an inclusive green development system with the consideration of the environment and human being, the construction of an inclusive income distribution system with the consideration of national wealth and individual wealth, and the construction of an inclusive social governance system with the consideration of people’s democracy and livelihood,(b) the establishment of a governance mechanism involved with multiple parties and the improvement of the mechanism of interests integration and sharing, and(c) the reconstruction of government performance appraisal with more evaluation indexes instead of mere GDP, the building of a social security institution with fair beginnings and equal opportunities, and the accelerated improvement of equalization of the fundamental public service.
