The Correlation Analysis Between The Promotion Of Chinese Officials And Government Performance

Since the slogan of "sustainable development" and "the construction of ecological civilization" have been proposed, the goals of national development are changing. Assessment method that GDP is core point is replaced by the method which includes GDP、Ecological environmental protection, people’s livelihood eventually. This paper attempts to provide a theoretical basis and data support for this observation.Professor Cao Zhenghan describes Chinese political system as’The Vertically Decentralized", and uses an interesting analogy of "firing boiler" to explain an operating mechanism which maintains Chinese political system stably. Based on the theory of "firing boiler", this paper will explain following questions:(1) The assessment factors of the promotion of local officials depend on the central government’s own development goals. (2) The comparison between the local officials is determined by Chinese political system which is called The Vertically Decentralized. According to these, hypothesis of the thesis is made. Key points in current local officials are depend on the central government’s development focus. So that assessment criteria which only include GDP is transformed to a complicated one which combined three indicators. In this paper, we will use the promotion of officials as the data sample to verify the above assumptions. Keep in mind that local officials include provincial Party committee secretaries and governor. We collect comprehensive data of sample (include age、 education and tenure) and development status of sample’s province (include GDP growth rate, pm10 and unemployment rate). After examining these data, we hope to discover the diversity index of officials’ promotion factors and their weight.
