| General Secretary Xi Jinping pointed out:"Inspecting and identifying cadres,we must spend our time in peacetime,and pay attention to major junctures and critical moments." This statement provides an important basis for the selection of cadres in our party and government system in a comprehensive and multi-temporal manner.Being able to withstand the critical moments,carrying heavy jobs,fighting tough battles,and withstanding hardships has also become a political ability and capital for officials.However,most of the academic studies on the promotion of leading cadres in our party and government system focus on the performance under normal circumstance,instead of under abnormal circumstance.As social risks increasing and emergencies becoming more common,how do higher-level departments select outstanding cadres under abnormal circumstance?At a critical juncture,what is the relationship between the governance performance under abnormal circumstance and the promotion of officials?This is the critical question of this paperThis paper adopts the basic idea of politics of disaster and selects the theory of control power to explore the relationship between the governance under abnormal circumstance and the promotion of officials.This paper takes the post-disaster reconstruction of the Wenchuan earthquake as a case,focusing on the post-disaster reconstruction performance of the county-level party and government "top leaders" in abnormal circumstance.Through sorting and coding the empirical data of 112 county party secretaries and county chiefs in 63 Wenchuan seriously-hit areas and analyzing by logistic regression models,the paper examines the relationship between reconstruction performance and the promotion of "top leader".As a control group,this paper also examines the relationship between reconstruction performance and promotion of 143 party and government leaders in general disaster areas.Results demonstrate that better reconstruction performance is correlated with higher probability of officials’promotion,but it is affected by the content of reconstruction and the severity of the disaster.Officials with outstanding reconstruction performance are valued by higher-level organizational departments.Under abnormal circumstances,Chinese local officials can obtain political promotion by virtue of their outstanding governance performance,which demonstrates the efficiency logic of the selection of Chinese officials.This is different from the electoral logic in the practice of the politics of disaster in Western.These findings also reflect the difference in national governance,official selection and incentives between the East and the West. |
