Research On Impact Of Local Officials' Promotion Incentives On Government Education Expenditure

With the rapid development of economy and the improvement of residents'income,the importance of public goods in education has become more and more important.China's education expenditure mainly relies on local finance.The promotion of education quality and effective provision of educational public goods benefit from the government's educational expenditure.However,the current problem is that the speed of economic growth is not matched with the growth rate of educational expenses,the government education expenditure is not in place,and some local governments are vacant in the public input such as education.Under the incentive mechanism of Chinese fiscal decentralization and promotion of officials,officials will accelerate the economic growth in their jurisdiction for the purpose of self promotion,thus promoting the accumulation of human capital and achieving economic growth by strengthening educational support.Therefore,promotion incentives for local officials may affect local educational expenditure and improve the mismatch between economic growth and education expenditure.Based on the promotion theory of local officials and the theory of government education expenditure,this paper analyzes the influence mechanism of official promotion incentive on government education expenditure.From the point of view of the mayor's characteristics,this paper makes an empirical study of the Chinese municipal panel data for 2007-2016 years,and draws the following conclusion:the promotion incentive of officials can significantly promote the government education.This conclusion is still reliable after different robustness tests and endogenous treatment.In addition,this paper also finds that the promotion incentives of officials in the eastern region can significantly promote government education expenditure,but the coefficient of the central region is not significant,and the promotion of officials in the western region has a negative impact on education expenditure.The promotion incentives in the first 25%areas can significantly promote education expenditure,while the latter 25%are not in the region,and the impact of official promotion incentives on education expenditure is mainly in the low and high level,and the median of about 50%does not have a significant impact.Finally,in the mechanism test,this paper finds that the general promotion incentive can promote the government education expenditure through economic growth,but the technological innovation can be realized only in the sub samples in the East,which are not significant in the sample,central and Western sub samples.At the same time,the promotion incentives of officials can be achieved through technological innovation and economic growth.The interaction effect on local government education expenditure.The conclusion is that the promotion incentive of local officials is helpful to promote the government education expenditure,which is different from the conclusion that the promotion of officials will ignore education and other people's livelihood expenditure.This means that the promotion of local officials to the promotion system is becoming more and more obvious with the improvement of the promotion system of officials.In order to give full play to the role of official promotion incentive mechanism in government education expenditure and alleviate the mismatch between government education expenditure and economic growth,we can start from the following aspects:give full play to the role of official promotion incentive mechanism to government education expenditure,realize educational equity and improve social education welfare,and improve the place of education.The importance of educational expenditure in official performance appraisal is perfected,the supervision mechanism is perfected,a scientific promotion and incentive system for officials is established,and pay attention to educational expenditure and economic quality improvement.
