Research On Administrative Environment Of Zhejiang Province And Optimal Suggestion

Along with the Chinese government function transformation reform,the Business Environment has become an important index system,and the administrative environment,as the most important component of the Business environment,plays an increasingly important role in the transformation of government functions and the development of economy and society.The administrative environment is the atmosphere formed by the government and its staff in the process of performing economic and social functions,since the concept was put forward at the beginning of the 21st century,after more than ten years of innovation and update,it covered more and more content People and enterprises have higher demands for the administrative environment.Therefore,how to optimize the environment,establish the index system and provide better services have become an important topic for the current government.Problem oriented,this study studies the administrative environment of Zhejiang province frorm the perspective of combining theoretical and empirical analysis.Besides,this study designed the index calculation system of the administrative environment and take 11 districts in Ningbo City as examples for statistical analysis,finally put forward some suggestions and measures for optimization.In the part of literature review,it mainly includes four parts:research on service-oriented government transformation,government service environment,government environment index,optimization of administrative environment.On the basis of combing and summarizing the domestic and foreign literature,this study proposes the assessment dimensions(the two-dimensional framework),components and calculation method of the administrative environment.In the empirical research part,we get the objective data,reported data form the government and the investigate data obtained from the survey questionnaire,we determine the weight system of the indexes,analyzed quantitatively about the administrative environment of the 11 districts in Ningbo,and give the comprehensive evaluation,suggestions and measures.The results show that in the evaluation of the administrative environment of 11 districts in Ningbo,the overall level is relatively high,but there is a gap between individual districts.Generally speaking,it's good in terms of openness,integrity and professionalism,while the performance of backward districts is not satisfactory in term of efficiency and convenience.And through the evaluation,public policy and successful experience at home and abroad,this study put forward seven suggestions for promoting the administrative environment from the macro and micro level.In the last part,the author summarizes the achievements and innovations of this research,and points out the deficiencies of this research and the prospect of future research.
