Analysis On The Ecological Function Of Government For Growing Resource-based City

In order to achieve sustainable development of resource-based cities in China, it’s the first time to put up and study on growing resource-based cities as an independent type, which indicate the key role of growing type in realizing sustainable development of resource-based cities. But resource consumption will generate pressure on ecological environment. As the implementation subject, the government is required to solve ecological issues and protect local ecological environment while developing growing resource-based cities. At present, China is in the critical period of ecological civilization construction, governments at all levels should take this opportunity to both develop growing resource-based cities and protect ecological environment. In the context of resource-based city sustainability planning and improvement of ecological civilization construction, this paper tries to study on approaches for government to carry out ecological performance while improving sustainable development of resource-based cities, which would provide theoretical reference to relevant researches, as well as other types of resource-based cities.One of the innovations of this paper is to take Yongcheng city as the case study, which was one of the first listed growing resource-based cities. Firstly, this paper summarize relevant connotations and theoretical basis of growing resource-based cities and government ecological performance; then analyzes the necessity of Yongcheng government to implement ecological performance, and emphases on its current condition, including the specific performance and some problems, following is the reasons of those problems, and finally put forward countermeasures for government to improve ecological performance targeting to growing resource-based cities.
