As the further advance of building a service-oriented government, people pay more and more attention to the executive ability of the cadres which is significant to the construction of service-oriented government. Town governments are in the front line of state administrative power, are the foundations of state power. Cadres of villages and towns who bearing the burden of the construction of town government are the Final executive of the state will. The execution strength of the town cadres is directly related to the goal of building a service-oriented government in our country finally. In light of current trends, the construction of service-oriented government has now entered a crucial stage. How to carry out the construction of the service-oriented governmen and achieve policy effect are the main problem of a town governments and the Severe challengeof the town cadres. In real terms, town and village cadres in our country have a shortage in executive ability and the execution efficiency.On the basis of clarifying the conceptions of service-oriented government and executive ability of the town cadres, the writer divide the article into four parts to discuss how to advance the executive ability of the town cadres in the progress of building a service-oriented government. The third part explores the achievements and existing problems in the construction of executive ability in Xinfeng County, analyzes the internal and external causes of the problems, in order to bring forward the methods of improving the executive ability of the twon cadres in the fourth part. The fourth part deeply discusses the strategys of improving the executive ability of the twon cadres, such as strengthening comprehensive quality of the twon cadres, constructing good external working environment and so on, providing reference and guidance to strengthen the town cadres executive ability in our country.
