A Study On The Town Government’s Executive Ability Under The Influence Of “Human Relationship”

Since the 18 th National People’s Congress of the Communist Party of China, with the deepening of all-round reforms and administrative system reform, a variety of social undertakings in China have made remarkable progress. The fourth session of the 12 th National People’s Congress has decided to win the battle of building a moderately prosperous society. Whether such an ambitious goal can be achieved or not is closely related with the building of governmental executive ability at all levels. In recent years, great importance has been attached to governmental executive ability, which is proposed on the national agenda and written into the party and government work reports for several times. Although the work of building governmental executive ability in all levels has achieved some good results, some bad conditions such as resisting the upper government’s orders, walking through the orders, delaying carrying out and distorting the orders still exist in the town government which is the lowest level of China’s five-grade administrative classification system. Whether “the last mile” of the executive ability project can be “smoothly completed” not only has an impact on the image and prestige of the party and government in people’s heart, but also concerns whether the vital interests of the people can be guaranteed.The current situation of the town government’s executive ability is caused by various factors. Among these factors, “human relationship” which has a profound native culture is an important reason that causes the inefficiency of the town government’s executive ability. Besides, it also brings about certain difficulty to the building of town government’s executive ability. How to solve the problem properly and reduce the negative effect of “human relationship” on the town government’s executive ability is not only worthy of consideration, but also part of building “the last mile” governmental executive ability project. A careful study on “human relationship” can help us make more reasonable and effective system design, let the town government’s executive ability not be bothered by “human relationship” and improve the town government’s executive ability.By using the former research results for reference, the paper tries to give a definition of “human relationship” and combines the factor of “human relationship” with the problem of the town government’s executive ability. The paper uses the document analysis method, the systematic method and the method of interviews to analyze the current situation of town government’s executive ability, which includes resisting the upper government’s orders, walking through the orders, delaying carrying out and distorting the orders. The paper also analyzes and elaborates how “human relationship” influences the town government’s executive ability from three aspects, that is to say, particularism under the influence of appreciating brotherhood, exchange behaviorism under the influence of mutual benefit and the mentality of getting more concern within moral restriction. On this basis, the author puts forward some proposals of reducing the negative effect of “human relationship” on the town government’s executive ability and makes proper suggestions for improving the town government’s executive ability.
