In the background of overall rural reform in Qingyuan City of Guangdong Province, this thesis researched the situation at Hewan Village of Xiniu Town. With stress on basic autonomous units of villagers, the thesis described a changing process in which villagers of Hewan Village stopped appealing for help from higher authority to develop local economy and construct new residential quarters after autonomous units of Hwan Village was degraded. The author found autonomy of villagers based on administrative villages was confronted with systematic obstacles, falling to a governance dilemma. Degradation of basic villager autonomous units to natural villages could prevent suspended status of villager autonomy. By giving full consideration to rural actualities and full respect to the will of villagers, autonomous organs and villager autonomy can resume its normal operation after degrading basic villager autonomous units, and establishing party branches, councils, and villager commissions in natural villagers.Based on concerning benefits and ethnic traditions, the thesis analyzed former practice in which villagers under jurisdiction of previous administrative villages namely the previous autonomous basic units, gained no benefits from villager autonomy and thus appeared reluctant to take part in such autonomy both in psychological and behavioral levels. Therefore, the autonomy was actually invalid. With degradation of autonomous units, villagers identified and gained relevant benefits and ethnic traditions played an important role in the process. This aroused partial interest of villagers in participating in autonomy, but still suffering inefficiency of autonomous operation. Degradation of basic villager autonomous units to natural villages unified their common benefits and gave full play to ethnic traditions. Villagers were willing to actively take part in local construction and the autonomy presented high operation efficiency. It was found effectiveness of natural villages autonomy was based on concerning benefits and ethnic traditions. Comparison of effectiveness of administrative village autonomy and natural village autonomy demonstrated natural villages were suitable carriers for autonomy. Therefore, basic villager autonomous units at natural village levels enabled efficient autonomy in ethnic-based villages.
