Located in the western end of Hexi Corridor, with the abundance of water and soil, Jiuquan city, Gansu province has become the right place where the population moved. After the reform and opening up, in order to solve the problems of food and clothing of the population in the central arid areas in Gansu, the government has organized the implementation of the “Two West Construction Plan”, “Shule River Project” and “The Reservoir Area of Jiudian Gorges Project”, meanwhile three large-scale immigrations have been carried out. These immigrants have been collectively settled in the territory of Jinta County, Yumen City and Guazhou County of Jiuquan. With their immigration, the economic development of Jiuquan city and even in Gansu province as well as the national multicultural blend has been positively effected to some extent, however, many social management issues have been brought about.Among the problems caused by immigration, the immigrant children’s compulsory education problem becomes one of the major problems. A large number of immigrant children moved to Jiuquan together with the immigration projects. In order to properly solve the immigrant children’s education problem, the city and county governments have planned and newly built schools, basic school buildings, enrolled and equipped with a certain number of teachers. In the process of relocation, the immigrant children are contained in the range of state’s policy of “Two Free One Fill” propaganda and are encouraged to get an access to education timely. But at present the compulsory education quality and level in immigrant areas are far lower than in other parts of Jiuquan, with lower education popularization rates, high drop-out rates and low quality of education. Thus immigrant children become a special group among the primary and middle school students in Jiuquan. The compulsory education becomes the weakest part in Jiuquan city, which has become one of the bottlenecks to the balanced development of compulsory education in Jiuquan.Obtaining from the analysis of the immigrant characteristics, the paper analyzes the major compulsory education problems in immigrant zones such as insufficient attention the family paid, lack of financial funds, poor school running conditions, the weakness in teaching, low level of education and teaching, instability of the student team, difficulty in school management, the campus educational environment and lack of cultivation and education. Drawing lessons from the successful experience of the immigrant education both at home and abroad, the paper states the countermeasures to strengthen the compulsory education development in immigrant areas in Jiuquan, from the aspects of protection of the education rights, government support, improvement of school conditions, teachers team construction, school management and the construction of campus educational environment, student behavior habit education etc. specific measures have been put forward in order to improve compulsory education quality and level of development in immigrant areas.
