Research On Government Cooperation Of Beijing - Tianjin - Hebei Science And Technology Collaborative Innovation

There is a big gap and imbalance of economic development in Beijing-Tianjin-Hebei region, and Hebei province is far behind the other two places. Under the New Normal, to solve the dilemma of synergetic development in this area, it must implement the collaborative innovation of science and technology. Collaborative innovation of science and technology for the whole area of the Beijing-Tianjin-Hebe region, and even the country has very positive meaning. It has been a period of time to carry out the cooperative innovation of science and technology. During the process, there are both achievements and difficulties. The only way to overcome these difficulties relies on the three governments’ cooperation.In order to achieve collaborative innovation of science and technology, the three governments signed lots of cooperation framework agreements in recent years. They have also held regional cooperation forums and intergovernmental joint meeting. But it is not smooth for the progress of these governments’ cooperation with the lack of interest distribution mechanism, monotonous manner of cooperation and other issues. To solve these problems, the author proposes some principles, such as mutual benefit, equality voluntary, paying attention to market forces,innovative thinking. The author also put up with building scientific and technological innovation in the community, forming regional innovation of science and technology committee, building independent planning mechanism based on national development strategy, the dynamic and static with comprehensive service and coordination mechanism, the cost sharing and benefit sharing mechanism and the supervision mechanism of real-time error correction and feedback. In the end, the cooperation of the three governments’ cooperation achieves the goal of collaborative innovation of science and technology.
