Quality Study Of Shanghai’s Community Service For The Aged In The Perspective Of Multivariate Welfare Supply

As aging population problem becomes increasingly obvious and pension burden worsens, the demand of the elderly for pension services is growing. The government and the society from all walks of life always pay close attention to the development and construction of the elderly service utilities. Minister of Civil Affairs Li Liguo said that “China urgently needs to accelerate the construction for the social pension service system, and make the process adapt to the demand for the social pension service.”Community service for the aged, as the most crucial step in the social pension service system, has become the government’s work focus in the construction of elderly services in recent years, and plays a significant role because it accords with the traditional pension intention and mixes the advantages of the many aspects of the social powers.Shanghai has the most severe aging problem in China, where the birth rate declines year by year. Shrinking population makes elderly caring power suffer huge crisis. Thus, developing the community services for the aged has become the most effective method to cope with the aging problem in Shanghai. Community service not only is of great significance in meeting the demand of the elderly and dispersing pension responsibility, but also is critical in mobilizing the resources from all walks oflife and realizing multivariate service supply. Community service for the aged, as the quasi-public goods with the nature of “state welfare”, safeguards the stability of old people’s lives, and guarantees the harmony of the society as a whole. The research of the quality of the community service for the aged can help the government and the social organizations to provide more scientific pension service, improve the existing service supply model, realize the fair and efficient development, and eventually improve and ensure the living quality of the elderly.By taking the quality of the aged community service as the research object and from the perspective of multivariate welfare supply, firstly, the thesis is defining the aged community service, the elderly satisfaction and other related concepts on the basis of the extensive reading of relevant literature at home and abroad, and then expounding the specific contents of multivariate welfare supply theory, customer orientation theory and the social role theory. Secondly, based on the reports of Shanghai Aging Research Center and Shanghai Statistical Yearbook, the actual situation of the implementation of the aged community service in Shanghai is analyzed from the following aspects: the aged community service development process, aging population tendency, service organizations’ development, service types and so on. Besides, the current problems in community service in terms of the supply are explored. Thirdly, empirical research is conducted on the present situation of community service satisfaction in Shanghai through questionnaire survey, and the true first-hand information is collected. With the influencing factors of community service quality as the research emphasis, the effective data are analyzed through software SPSS 20. In addition, we use the factor analysis and regression analysis method to classify and sort through the influencing factors. Finally, according to the results of statistical analysis and the different influence degrees of various factors, some targeted countermeasures and suggestions are proposed to enhance the aged community service quality in Shanghai. In the perspective of multivariate welfare supply, the development trend and direction of the old-age community service business in the future are prospected in the tail of this thesis.Community service for the aged is an important step of the realization for the“socialized pension system”. Under the background that the eighteenth National Congress of the Communist Party of China proposes the requirements of vigorously developing social services industry, this study aims to help to enhance the community services utility, complete the community service supply system for the aged and meet the pension demand of the contemporary elderly more effectively.
