| Since the country entered an ageing population,the elderly population has been climbing.From the central government to local governments and enterprises,they are aware of the urgency of the pension issue.After entering the 13 th Five-Year Plan,pension policies have been introduced more frequently and continued.However,there are still many problems in the provision of urban aged care services:First,in the supply subject,there are more and more cooperation between the subject,the division of labor is not clear,and the government and other supply subject are inconsistent with each other;Secondly,although the government has come up with The funds to support the development of elderly care services,but China’s ageing and aging problems are serious,the demand for old-age care services is increasing,the salaries of service personnel are increasing,and training costs are increasing.It is not enough to rely solely on the government to provide old-age care services and finance subsidy financing.Need to integrate multiple forces such as the government,market,society,and individuals to broaden the funding channels;Finally,the improvement of the quality of care for the aged is the key to meeting the needs of increasingly diverse old-age care services.At present,the supply of urban aged care services in China is of low quality and the number of professional social workers is small;how to rationalize various existing providers of care services for the aged between the entities,clear the responsibilities of each subject,establish a diversified pension service system,improve the quality of provision of pension services,broaden funding channels for pension services,meet the current complex and diverse needs of elderly care services,and respond to the imminent challenge of aging,is a Problems that need urgent solution.China’s urban pension service policy is based on the dual framework of the social security system and the public service system.The US pension service policy is based on the government’s pension support measures and private pension schemes.In recent years,both countries have positioned the subject of service provision as government,market,and social voluntary organizations,and improved the quality and efficiency of elderly care services through multiple supply methods.Based on the above understanding,this article attempts to use the case of the Boston elderly care institution in the United States to conduct a comparative analysis.It draws on the supply entities in the United States and the relationship between the subjects,and focuses on the characteristics of the market as the main mode of care for the elderly,through the status quo and practice of old-age care services in the two countries.Experiences were compared and analyzed,and the experience and characteristics of the provision of the US pension service in the framework of China’s existing pension service system were analyzed,and the new path for improving the provision of China’s aged care service in the future was considered.The text structure of this article is in the order of the following sections.The first chapter is the introduction.This chapter mainly introduces the research background,research significance,research status at home and abroad,etc.,summarizes the literature,then introduces the research ideas and research methods of this article,from the research content innovation,research perspective innovation and research method innovation.Explain the innovations and deficiencies of this article.The second chapter introduces the relevant theories,mainly on pensions,population aging,the provision of pension services,the provision of pension services,and the provision of old-age care services,as well as related theories of new public management theory,governance theory and welfare pluralism basis.The third chapter is the current status analysis,existing problems and the causes of the above problems in the urban elderly care service system in our country.It is the focus of this paper.The fourth chapter is the experience of the United States for some reference,through the introduction of the background of the American pension system,summed up the relationship between the subject of the American pension system,the United States through the practice of the old-age care center,through the concrete cases of the Boston Elderly Care Center to carry out case studies.The fifth chapter is the countermeasure of this paper.To solve many problems in the supply of urban aged care services in China,the author puts forward the specific practice of improving the old-age care service strategy in China by creating a diversified pension service system,broadening pension financing channels and improving the quality of care services.Chapter VI,conclusions.The main content is a brief summary of the full text,and reflect on the problems in this article. |
