| As peculiar institution separated from the Government and the private organization, Institutions are required to improve the level of management and service with moving toward a market-based economy, government structure downsizing, social diversity and civic consciousness awakening.Currently, Institutions which are lack of comprehensive management philosophy, and advanced performance evaluation methods, become overstaffing, low efficiency. In 2014, the State Council Of China promulgated the “ Personnel Management of Institution Regulations”, from the national level to admitted the role of performance management in reform and enhance the competitiveness of institutions. Now, reforming institutions have completed the first half in GZ. There are still nearly 100 second Public welfare institutions, endowed with new functions and targeting. Because the lack of the study field of institutions, especially second public welfare institutions, This paper aims to help second public welfare institution establish the whole system of performance management in order to increase the competition and promote the performance of organizations and individuals, and to meet the need from the public.With the total number of working-age population in the “Thirteen Five” period peaked and declined, employment structural contradictions have become increasingly prominent. The paper take the GZ Vocational Ability Training Center as a typical case of second public welfare institution for research, which the main functions in promote personnel training and adapted development dynamic industry. Through the research of the problems existed in the management philosophy, methods, it try adopt Balanced Score Card and integrated key performance management methods to design a performance management program of this institution. We hope the government investment made better achievement, and guarantee the income pumped back to provide the public goods and services,and made the reform have practical significance. |
