Modern economics and social development provide a good circumstance to volunteers.There’s an increasing number of individuals and organizations offer volunteer services with their private time and energy voluntarily without any material reward. Volunteer service can increase the emotional communication between people, resolve social conflicts,promote social harmony, and also a way for the public to participate in social governance.Guangdong Province is the earliest forerunner of volunteerism. On the one hand,the birth and development of voluntary service play an important role in maintaining social stability of Guangdong Province. On the other hand, the volunteering promotes the material and spiritual civilization construction of reform and open. Guangdong Province,walking in the front of China, accompanied by the process of economic development in the size and level of development of our country and the international community,it has an important influence in recent years.Thus, more and more university students volunteers earn recognition and support of Gruangdong government, all those help students volunteering rewards a good environment for the development of long-term service in Guangdong Province. But the development of university students volunteering in Guangdong is also due to a variety of factors to policy, culture and other aspects of the impact of development,and encountered in dilemma. Therefore, the study on the volunteering incentive policy of university student in Guangdong province is meaningful.According to the situation of college students volunteering in Guangdong Province,this paper combines with Maslow’s hierarchy theory of needs and volunteer failure theory to design the volunteer service questionnaires, which contains personal background,volunteer service motivation, reasons for not join volunteer service and suggestions for the development of voluntary service. Next, the questionnaires is used in 20 universities to investigate students’ volunteer service situation in Guangdong Province. After that, this paper finds out the data through computer and manual survey, and designs the sociodemographic attributes,volunteer status, volunteer activities and volunteer support as the dependent variables at the base of statistical methods to verify whether volunteer’s service motivation is related to his background, political identity, professional, and religious orientation or not. Finally, the paper which is combined the incentive theory,analysis of findings and recommends practices of other regions. As it presented in four aspects, contained organizational management, financial support, legal protection, and social environment for improving students volunteer in policy recommendations.Organizational management mainly advises that government strengthens management of voluntary organizations and guides the organization to develop and promotes students to establish the level of self-motivation mechanism. Among economic support, increasing the investment to fix the hole, and encourage citizens to donate; refer to legal, the guarantee laws is the course of the legitimate rights which are not compromised; As for the public,aiming at social environment is the duty for government to foster volunteering awareness.All of those, expanding the influence of volunteer service organization and providing the preferential treatment to volunteer is the inspiration for university students volunteering.
