Research On Information Disclosure Of Government Legislation In The Process Of Public Participation

With the development and dissemination of social democracy and the rule of law,public demand for participation in government administration and assistance in social governance has become more and more strong.Government legislation as an important means of administrative management,whose democracy and openness has gradually been concerned by the government,academia and society.Referring the domestic and foreign research about government’s legislative information disclosure,much of that focus on legal thinking to study and explore the whole system,lacking of basic identification and in-depth analysis of the key core indeed,so much so that it’s macro guidance is more great than microscopic practical value.Therefore,the thesis has tried to utilize the theory of system analysis as a basis,and analyzed the content and the hierarchy of information disclosure of government legislation in the process of public participation.The main emphasis of the research is to improve the overall development by optimizing the key parts,which breaks through the previous research ideas.Based on these ideas,the paper has taken the significance,development,status quo and characteristics of information disclosure of government legislation in the process of public participation as a starting point,and completed the analysis of the contentand the hierarchy of information disclosure of government legislation, and case study applications.The third chapter,which based on the existing policy framework, social demand and practice work,has raised the government information disclosure legislation into public documents, professional interpretation and feedback three categories,and analyzed realities, difficulties and other issues.It has formed a relatively comprehensive and complete classification actually.The fourth chapter,which has been in reference to the research about criteria for the classification of the information disclosure of government legislation of by the experts and scholars,and combined of theoretical research about information disclosure of government legislation division basis as demand for public,has originality proposed openness,timeliness,adequacy,targeted and interactivity five levels of pyramid structure,that precisely defined and clear breakdown of the government information disclosure legislation hierarchy.The fifth chapter,made the content and hierarchy of government and legislative information disclosurecombined to form model analysis and evaluation functions.With the help of the Guangzhou and Shenzhen government’s legislation example, the structural analysis and theoretical study has been completed,and relevant suggestions also be put forward.
