The Research Questions On New Rural Construction Of Thaibinh Province In Vietnam

Viet Nam is situated in South East Asia, which has a long history of producing agriculture products. Viet Nam owns special natural resources, agriculture is such an important sector of the economy. Agriculture, forestry and fishery has reached its average growth rate at 3-5% each year. In 2012, The population in Viet Nam is about 60 million people, mainly located in rural area equivalent to 69,4% of the population; farmers ranked at a rather high rate, equivalent to 48% of the national labor force. Therefore, the Government of Viet Nam has paid its attention to agriculture, rural area and farmer.Over the last few years, agriculture and rural area have gained such an important achievement, for example, living standard of farmers have been improved, the infrastructure of rural area has been positively changed. However, the new policy of the Party and Government has not been implemented efficiently in rural development, those are lack of sustainability and far away from the industrialized and modernized targets. Agriculture and rural area contain visible conflicts and challenges. In order to solve those problems, Viet Nam has issued several innovate policies, of which building a new rural area is at the centre. The 12 th Central Party Congress(X) dated September 5, 2008, issued Decree 26 on agriculture, rural area and farmer, which remarked the inaugural of the new rural area policy in Viet Nam. Later, on April 16, 2009 Prime Minister agree to issue the New Rural Area Criteria Document; on Jun 04, 2010 Prime Minister issues a Decision on the National target program on building new rural area during the period 2010 – 2020. Building new rural area is such an important policy in Viet Nam, a historical milestone, a challenging mission, and a longtime and hard work for the whole society. Finding a method to boost and implement the new rural area policy is believed to be a significant factor for the social economic development of Viet Nam.Thai Binh is such an agricultural province where nearly 90% of those living in rural area and over 70% are farmers. Therefore, building new rural area is such special important mission.The thesis focuses on reviewing the process of implementing the new rural area policy in Thai Binh province. Based on the legalized system of building new rural area; reviewing the document of multi level authorities guiding on the implementation of such policy; reviewing the process of building new rural area from other countries as well as from domestic provinces to lay out the experience for Thai Binh; analyzing and evaluating the current situation of building rural area in Thai Binh based on the national criteria; pointing out the influential factors and the existing problems during the implementation of the province; consolidating those experience of China, so as to propose some efficiency improving solutions and increase new rural area building activities in Thai Binh in particular and in Viet Nam in general.
