Research On The Mode Of "Stronghold Of Mutual Help"

With the rapid development of social economy and the effective implementation of the family planning policy,China's population structural contradictions are increasingly prominent and the population aging is accelerating.At the same time,with the continuous improvement of people's living standards and medical and health security conditions,the average life span has been prolonged.At present,China has entered the society of "getting old before getting rich" and has become one of the countries with the fastest population aging with the largest number of elderly people in the world.For there are such a large group of elderly people,pension problems are likely to cause a series of social problems,which is directly related to the construction of a harmonious society.Nowadays the mainstream way of providing for the aged in our country is still based on traditional family support,supplemented by institutional support,which still has inevitable drawbacks at present.In recent years,the new model of "mutual support for the aged"which has sprung up in many cities and rural areas can make up for the deficiencies and deficiencies in family support for the aged and institutional support for the aged to a large extent.It can also tap the potential of the elderly,promoting their social participation and emphasizing the mutual help and assistance among the elderly,which is also of great significance to the construction of a harmonious society in our country.China has already formed more than 10 kinds of mutual aid and old-age care modes.Four typical mutual aid modes which are more active and favored are "Mutual Aid and Happiness Institute","Time bank","Co-habitation and Mutual Aid" and "Stronghold of mutual help".The"Stronghold of mutual help" old-age care mode is a new mode of old-age care service launched by Area S,which effectively combines the resources of the government,society and the elderly,taking "happiness comes from mutual aid" as the concept.Making development of the old people's activities change from loose entertainment to unity and mutual aid.This new mutual aid model is favored by the old people,which is also involved and supported by the government,ensuring its sustainable development and contributing to solving the thorny old-age problem.However,although the "Stronghold of mutual help" old-age care model in Area S has been on the rise for many years,it has not been popularized in a large scale and has not achieved its due effect.This paper chooses the "Stronghold of mutual help" old-age care model to study,and redefines the concept of mutual aid old-age care through collecting relevant documents and field investigation.It finds that the "Stronghold of mutual help" has the problems of low utilization rate of mutual aid points,single form of mutual aid,short time of mutual aid points,poor sustainability and so on.In view of the existing problems,based on the social support theory and the active aging theory,by summarizing the advantages of various mutual aid old-age care models and according to the characteristics and existing problems of the "Stronghold of mutual help" old-age care model,it finds the basic idea of "Stronghold of mutual help" old-age care,and carries out optimization research on it.Firstly,it relaxes the application conditions of mutual aid points;Secondly,the diversified participation of mutual aid subjects,through the guidance of professional social workers,the participation of social forces and the participation of college students' volunteers,will promote the normalization and sustainable development of mutual aid centers.Secondly,we should enrich the forms and contents of mutual aid,mobilizing the enthusiasm of residents through the establishment of credit banks,enrich the contents of mutual aid and improve the level of mutual aid.Finally,the policy suggestion is to optimize the"Stronghold of mutual help" mode by clarifying the respective responsibilities and division of labor of the government,the streets and the community,improving the supervision and guaranteeing the mechanism of mutual aid,establishing a unified normative standard,improving the information sharing mechanism and other aspects of the policy to ensure that the "Stronghold of mutual help" pension model can be improved,and promoting it to solve the problem of the aged in our country.
